If you want to allow night attacks, but discourage their use, how about making the side opting for a attack chit at night pay for it with reinforcement points and/or suffer an ELR drop or somesuch on the next day. Thus, you can have your night attack but it will cost you in units and tired troops the next day.
Comfortable with Chapters: A-G, J, O, P, & V
Will play ASLSK to teach new players
Will happily play anything ASL (IIFT preferred)
sig erratta (replace Chapt P above with Q)

Sounds like a possibility. I would probably try campaign games with or without the night rules, using your idea here as the balancing factor. I am leaning towards a "No" Option to maintain historic events though.

Something to talk about at a meet.
